After receiving ongoing community complaints about odours being emitted from the facility, DEC conducted an investigation which included extensive air quality testing and an independent market survey of 265 households and businesses within a 1.2km radius of the facility.
DEC Deputy Director General Robert Atkins said the results from the air quality tests and survey confirmed odours were being emitted from the facility and they were unreasonably impacting on the community.

2. "That City of Canning give notice of its intentionto withdraw from the “regional Resource Recovery Centre Project of the Southern Metropolitan Regional Council” and the “Establishment Agreement of the Southern Metropolitan Regional Council” under clause 8.10 of the Establishment Agreement."
3. "to take immediate steps to carry out “Dissolution of Southern Metropolitan Regional Council” as per Section 3.63(1)(a) of the Local Government Act 1995."

In regards to RRRC Waste Composting Facility
Of the total amount of rubbish delivered to the facility 44% is sent to landfill, 38% is turned into compost, and 18% is moisture lost through the process. (as stated in the City of Canning Council minutes dated 25th March 2008) The compost - which is not salable due to it's impurities - is carted away and used in Landfill. So 82% ends up in landfill anyway! Keep in mind that the RRRC Waste Composting Facility receives the rubbish placed in the GREEN WHEELIE BINS, not the yellow topped bins. It's the RRRC Waste Composting Facility that emits the odour.

Your valued efforts of reporting the odour is certainly making folk sit up and recognise that residents are fed up with having this noxious odour forced upon them. Here's the TOTAL of Odour logs made via the CMCOAG online form:

"95% stated it was unacceptable and impinged on their amenities at home"
You have asked about the Survey that the City of Canning carried out earlier this year, as some of you were interviewed, out of 228 random residents within a 0.4 and 1.6 km radius of the RRRC Waste Composting Facility.
It was carried out during the day - it was in Leeming - so many folk weren't home, occupants of approximately one house in every five were interviewed.
Here's a small snippet of some very interesting results...
0.4 - 0.8km the facility
72% stated they had experienced the odour recently
83% stated the odour was strong
94% stated it was unacceptable and impinged on their amenities at home
1.2 - 1.6km facility
73% stated they had experienced the odour recently
71% stated the odour was strong
95% stated it was unacceptable and impinged on their amenities at home
Yet, we're still experiencing the odour even after a further $2.4 million bucks has been spent on repairs.
